The era when land registry transactions were entirely conducted at the land registry office is coming to an end. The General Directorate of Land Registry and Cadastre's Web-Tapu portal allows property owners to initiate transactions electronically, upload documents, and track the process. In this article, we explain the steps for applying for a sale through Web-Tapu, its security mechanisms, and e-Devlet zoning/market value inquiries.
Web-Tapu Login and Phone Registration
You can access the portal via webtapu.tkgm.gov.tr, choosing from Individual, Corporate, or Foreign portals. The system operates through e-Devlet identity verification. Registering your current mobile phone number upon first login is critical — fee payment notifications, appointment reminders, and approval SMS messages are sent to this number.
Sales Application: Step by Step
- Property Selection: Open the "Property Transactions" tab from the left menu and select the real estate to be sold.
- Application Type: Select "Application Transactions" → "Apply" → "Land Registry Transactions" → "Sale." Indicate whether the transaction will be done in person or through a proxy, and whether there are any illiterate, non-Turkish speaking, or hearing/visually impaired individuals among the parties.
- Foreign Buyer: If the buyer or seller is a foreign natural person, enter the sworn translator's Turkish Republic ID number into the system.
- Buyer and Value Information: Add the buyer's Turkish Republic ID number, name-surname, and phone information. The Real Estate Declaration Value obtained from the municipality and the Actual Sales Price between the parties are declared without omission.
- DASK Policy: Enter the current DASK policy number for properties with building qualifications. The transaction will not proceed without a policy.
- Approval and Fee: Read the information form, click the "Complete Application" button, and obtain the application number. After the land registry office's review, a fee and revolving fund payment SMS will be sent to the mobile phone. e-payment is made, and at the appointment time, the parties are present at the land registry office only for wet signature.
Security Against Fraud: Declaration Lock
Web-Tapu offers a critical mechanism for protecting property rights: "Declaration against transaction." When the property owner establishes this declaration in the system, no transfer, mortgage, or restrictive action can be taken unless they personally come to the land registry office. The declaration can be removed from the portal at any time. For those living abroad or traveling for long periods, this feature is the strongest lock against potential fraud against the land registry.
Real Estate Agent Authorization
The owner can define the authority for real estate agents to view land registry information and make preliminary applications to the land registry office through the system. This authority does not mean final disposal or sales authority over the property — it is only for assisting in the preliminary preparation phase. The authority can be canceled at any time.
Complementary Inquiries with e-Devlet
Parcel and Zoning Inquiry
When "parcel inquiry" is typed into the e-Devlet search bar, the TKGM Parcel Inquiry Application opens. By entering the province, district, neighborhood, island, and parcel information, the coordinate-based location of the property, map/satellite view, and, if any, summary information of the zoning plan are displayed. From the district municipality's "Zoning Status Information Inquiry" service, plan sheets, plan notes, and construction conditions (floor area ratio, building height, setback distances) can be reported in detail.
Market Value Download
Through e-Devlet, search for "Real Estate Tax Notification (Market Value)," and select the municipality to which the property is affiliated. When the registered property is selected, the market square meter unit value and the total real estate tax value can be downloaded as a barcode PDF document. This document is official and is directly accepted in land registry offices. For district municipalities where e-Devlet integration has not been completed, it must be obtained from the municipality's own website or real estate service.
Heir Viewing
Citizens who have gained the status of heir can view the properties registered in the name of the deceased, whose inheritance process has not yet been completed, via Web-Tapu. This provides a collective view of all the properties of the deceased during the inheritance process.
Practical Tips
- Keep your phone updated: If the fee payment SMS arrives late or is missed, the appointment is canceled.
- Declare the actual sales price correctly: The penalty for showing a lower price is the fee difference + 25% tax loss + late interest (separately for buyer and seller).
- Prepare the DASK policy in advance: The policy is opened with the 10-digit UAVT address code. An incomplete policy stops the application.
- Translator in foreign transactions: The sworn translator's Turkish Republic ID number must be obtained in advance.
